582: Filename quoting in post-review breaks PerforceClient diff()

Change r1415 added filename quoting to the post-review command-line args. 
Unfortunately, this change also quotes Perforce changeset numbers and
causes the PerforceClient diff() operation to fail when it tries to
interpret the quoted number as an int().
