544: "New Review Request" Does nothing but reload /dashboard

I followed the GettingStarted guide exactly, and everything seemed to be
working.  I configured everything as suggested.

When I click New Review Request, it just reloads the page and nothing
happens.  Tried different browsers and different OS's too.

I'm using r1401.  I also tried going back to r1361 to see if it's something
that changed recently.

If I highlight the link and do view source, I get
<li><a href="">New Review Request</a></li>

Firebug doesn't show any errors either, and there's no errors generated in
the log.

I resolved the issue by doing a clean install.
