What steps will reproduce the problem?
When putting in a new Review Request against a perforce repository it wants
both the change number and the diff. If I only put in the change number
the page just refreshes, but with no error. It should either report the
internal error or ask the user to submit a diff.
What is the expected output? What do you see instead?
I was expecting it to work without putting in a diff.
