519: Searching by submitter does not find recent reviews

I was trying to find a review I submitted yesterday so I could get the list
of bug numbers off it. The most recent review that shows up under "search
by submitter" is months old; in fact, the list that shows up is the same as
when I looked at it over a month ago.

Somehow the index got corrupted and the every-10-minute incremental indexing broke
because of that. I've regenerated a full index, so searching works again.
