518: Option to send to Review Group with CC

Enhancement request:
Add an option to use CC (instead of To) for review group members, if there
is a at least one review person specified.  

I prefer this to be a global option on the reviewboard, but I suppose it
could also be useful on a per-review basis.  (checkbox next to Groups, with
the default set to checked as soon as a People as added.)

This allows us to send the review to one person, but still give everyone on
the group a chance to see the review, without be responsible to do anything
directly, unless they want to.  Currently we do this by putting one
person's name in the summary which is less than ideal since it requires us
to remember to do that and follow the convention.

An option is a little silly, since either way it'll get to someone.  I submitted a
patch yesterday which will send the email using cc to group members if there's no
mailing list (and there are also specific reviewers).
