516: No way to do a review on a new file using cvs

What's the URL of the page containing the problem?
server/r/new/

What steps will reproduce the problem?
1. Add a new file to cvs using cvs add
2. You can't generate a diff for it
3. You can't upload anything to reviewboard.
4. A copy of the file uploaded leads to error msg saying "not a diff"

What is the expected output? What do you see instead?
An option to include the uploaded file as a new file

What operating system are you using? What browser?

Does "cvs diff -Nup" not work?

Yes that works perfectly. Thank you.  Maybe you could add that to the error message
when a file doesn't look like a diff? Or maybe I just missed it in the FAQ.
