5063: CVE 2021-42694 warning should be quieter sometimes

On ReviewBoard 7.0.3. The "Confusable/homoglyph Unicode characters" warning comes up frequently when I change a large file that, indeed, contains such characters. But if I am changing a totally different part of the file, and the part I changed is free of confusable characters, I think showing the warning has low to negative value (negative due to the potential to train for ignoring the warning). In this case, I think it should not be shown, or only shown if the part of the file containing confusable characters is actually expanded.
