5006: Cannot edit long comment at the bottom of the page, causes comment to blink and page to rapidly scroll up/down

What steps will reproduce the problem?


    

  1. Create a review request with enough file diffs that cause the vertical scrollbar to show.
    2. 

  2. Add a 'tall' comment to the last line of the last diff. Create a 'tall' comment by adding multiline text such as:

3. Save comment

4. Hover over comment as to edit - this will cause the comment to blink open/close and the page to scroll up/down quickly. Refer to attached screenshot.




What is the expected output? What do you see instead?


The comment to appear on hovering over the comment icon without the page scrolling up and down. If the comment is too long for the bottom of the page, it should grow upwards instead, or padding should be added to the bottom of the page.
