What's the URL of the page containing the problem?

If I want to post a general comment, I have to go to the Diff page, select
any line of code, click on Review, enter the comment, and click on Publish.

Idea: Add a top level "Add comment" link in the review page. Nice if there
is a way to ship it! from there.

This is being added in the UI rewrite. I'll close this once it's committed.

Fixed in r1644. There's now a "Edit Review" button at the top of every page
(regardless of where you've scrolled) that gives you this ability.
