492: update diff and set submitted are inconveniently located

What's the URL of the page containing the problem?
Any review.

What steps will reproduce the problem?
1. Look for "update diff" or "set submitted" since I need to post yet
another revision.
2. Have to scroll down forever since I'm a good citizen and actually put
more than "implemented foo" into my change description.
3. Eventually reach the bottom of the "control pane" and click "update
attached diff" or "set submitted".

What is the expected output? What do you see instead?
I'd like these control links to be located at the top of the page.

What operating system are you using? What browser?
Windows XPsp2 and OpenSUSE 10.3 Linux  (firefox 2.0)

Please provide any additional information below.
Some of the control cmds don't seem like they should be naturally
segregated to either the review or diff page, they seem like they should be
on both pages (e.g., "update attached diff")
This segregation and the location of "set submitted" being on the bottom
led to me having a hard time finding the "set submitted" when I first used
reviewboard.
