486: Large Diffs Cause App To Hang

I created a new review request with a diff file that was 460K diff. After
publishing the review request to some users, when they click the "View
Diff" button, the app hangs and all incoming requests time out.

CPU usage is at 0%, the app doesn't seem to be running out of memory and no
log messages are displayed.

How recent is your Review Board checkout? How many files are in the diff?
