473: Get error when try to create review request with no groups

What steps will reproduce the problem? 1. Try to create a review request, but clear out the Groups entry. 2. Hit Publish. What is the expected output? What do you see instead? I am seeing an error that says "Error: Saving the draft has failed due to a server error: Missing value for the attribute. Please try again later. If this continues to happen, please report it to your administrator". What operating system are you using? What browser? XP Pro 32-bit, Firefox 2
This is fixed already in SVN, and will start working the next time we update the VMware server. Thanks!
