448: Submitter User Link Is Incorrect

When on the diff summary page, clicking the link on the Submitter's name
gives a browser error because the href on the <a> is set as the following:

http://users/submitter-name/
chipx86
#1 chipx86

Clicking on the reviewer userids gives errors too but different ones.
