4453: rbt patch doesn't factor in base path when applying against SVN

0.7.6


What steps will reproduce the problem?


    

  1. Generate a patch in a certain directory within SVN eg: /project/trunk
    2. 

  2. try to apply the patch in a parent directory of where the patch was generated
    3. 

  3. the patch cannot be applied because the base path isn't known
    4. 







Please provide any additional information below.


This issue is being hit by a RB user when integrating with Jenkins
