434: Other users can't view comments on new files

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Alice creates a new Review Request with a diff that adds a new file 'test'
2. Alice adds a comment to line 1 of 'test'
3. Bob views the diff and cannot see the comment at line 1.

(see above URL - dhelder2 can't view the comment on line 1 of testo that
dhelder added.)

What is the expected output? What do you see instead?
Bob should see the comment.

What operating system are you using? What browser?
Firefox 2.0.0.12 on Mac OS X.

My fault - I didn't click publish.  It would be nice if it was more clear that a
reviewer had unpublished comments.  (I've gotten used to CodeStriker, which doesn't
have a publish.)

There will be a column indicating unpublished reviews in the dashboard.
