43: E-mails should use full names for reviewers

E-mails currently list the reviewers in both the body (for review requests)
and the To:, but aren't using full names. They should be using group
display names and people's full names.

Part of the fix for this (the body of the email) has been committed
to SVN.  The other part is pending review because I'm not set up to
