429: Feature Request: Ability to filter out review requests on the dashboard that have been submitted

Since many don't make it a habit to click 'set submitted' on a review 
request after the corresponding changelist is submitted, I propose the 
following to manage the large amount of stale review requests on the 
dashboard:

1. a review request is automatically tagged as submitted when its 
changelist is checked into perforce.
2. ability to filter out requests on the dashboard based on this tag.
