4158: Inconsistent review request count when deactivating a user

What steps will reproduce the problem?


    

  1. Create a review request
    2. 

  2. Deactivate that review requests user
    3. 





What is the expected output? What do you see instead?


I expect the number of review requests shown on the dashboard to be equal to the actual 'number' given on the left side. I see the review requests of the deactivated user disappear, but the numbers on the left side don't change.
