411: Make review action links (Set Submitted, etc.) a little more prominent.

Links like Review, Set Submitted, Discard, etc. are not easy to find for
new users. Using bold font face, or color, or icons, or a different place
on the screen might help.

I encountered this problem too when introducing coworkers to review board.  The
"review" link is very important, but almost impossible to find unless somebody tells
you what to do.  Also, "Review" by itself is a bit ambiguous and what a link named
"review" might do to an unfamiliar user can be confusing.

The "Review" link is going to be a lot more prominent in the UI rewrite.

I have tentative plans for the other actions and am considering options.
