Describe the enhancement and the motivation for it.
The Markdown Reference link points to https://www.reviewboard.org/docs/manual/2.5/users/markdown/.  This is not helpful for systems which are disconnected from the Internet.  Serving this page locally from the RB server, or a distilled down version, would be very helpful for these types of installations.  Redmine, for instance, provides something like this directly from the local server -- example: http://demo.redmine.org/help/en/wiki_syntax.html
