3859: SVN Commit Relative offset incorrect when Creating New Review Request

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. server time (America/Chicago)
2. Use SVN (python-svn). SVN:date prop = 2015-05-01T18:32:02.324496Z
3. "server time" setting in RB Admin Dashboard - US/Central
4. Checked logged in user's "profile timezone" - US/Central

What is the expected output? What do you see instead?
A commit submitted ~1h ago shows up as "3 hours X minutes" from now even though the above timezone settings are set. 

Changing timezone settings in RB (e.g. to UTC) do not seem to have any affect.

Is the server time on the review board server (and database server, if that's different) correct?

Yes.  date reports the correct time and NTP is setup. Comparison of UTC dates of svn and server have about a 1 hour difference.

Also, is the time on the client set correctly? The elapsed time on that page compares against the browser's impression of the current time.
