3851: Moved/renamed file differences show the whole file being deleted and added as a new file ... that's absurd

Thank you for making our reviewers read through entire files just to make sure that nothing else was actually changed every time someone renames a file or moves it to a different directory.

We provide a form with a bunch of questions for you to fill out for a very good reason. I'll ask the pertinent ones again:

- What version of Review Board/RBTools are you running?
- What version control system are you using?
- How are you creating/uploading your diffs? With rbt post or via some other method?
