3810: Where did the parent diff option go?

2.0.12

What's the URL of the page containing the problem?
reviewboard/r/new/

What steps will reproduce the problem?
1. Select a repo to create an issue for.
2. There is no option to manually provide a parent diff.

What is the expected output? What do you see instead?
I want to see the option to provide a parent diff manually!

What operating system are you using? What browser?
firefox on Ubuntu

It looks like this was removed in a recent version. Can we have that option back?

If you upload the main diff first, Review Board will now detect whether it needs a parent diff, and then prompt for it.
