Gitlab repositories cannot perform post-commit reviews via the UI. There is no implementation of 'get_commits()' for gitlab in https://github.com/reviewboard/reviewboard/blob/master/reviewboard/hostingsvcs/gitlab.py. This may be possible using the API at http://doc.gitlab.com/ce/api/commits.html.
