What steps will reproduce the problem?
1. Create a new review.
2. upload the diff file.
3. view diff.
4. Try to add a comment on change and see a message as following -
The review request's current draft needs to be published before you can comment.
What is the expected output? What do you see instead?
Expected out - Developer should be allowed to add comment before publishing the review. It helps developer to convey his/her intention behind a particular change made. it helps developer to better understand code.
Of course this can be done post publishing the review but that trigger unnecessary multiple emails and clutter things up.
