367: using IE, there's no OK button when adding a comment

If you click the "add comment" link to add a comment to an existing review
comment, there's no OK button for the text entry field that appears in IE,
(so there's no way to save the comment).

This is fixed now. There are issues with the Discard Draft button and Cancel button,
but I'll look into those separately.
