366: it's possible to create a review request with an empty summary

I'm running the latest SVN review board on linux via mod_python, with a
sqlite db.

It seems to be possible for people to create review requests with an empty
summary field.  The link to the review request in the dashboard then
doesn't work -- you can click on it, but it doesn't load.

It would be nice to prevent publishing a review with no summary, or to let
people edit the summary after publishing, or else to throw some text in
there like <no summary> for people to click on.
