360: Review buttons don't work if the pop-up window is at all obscured

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Click the Review link to display the pop-up window
2. Scroll the browser so that the pop-up is partially obscured
3. Try to click the Close button (or even any other button)

What is the expected output? What do you see instead?
Expect the pop-up window to close.
Instead, the browser scrolls a line or two to try to make the pop-up more
visible, and the button takes no action.

What operating system are you using? What browser?
Windows XP SP2, Firefox 2.0.0.11 (also IE6 and IE7)

Please provide any additional information below.
I discovered this with a user that had a small browser window.  His display
area was just a little smaller than the review window, so he could see the
whole thing, but the top and bottom borders were slightly obscured.  He
would try to hit a button, and it kept alternately scrolling up or down
trying to move the window fully into view.
