What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Select a User on the system
2. Provide the user with the Permissions: Active
3. Add the user permission: reviews | review request draft | Can delete review request draft
4. Save
What is the expected output? What do you see instead?
Expected Output:
On the review request draft, the user should have a 'Delete Permanently' option under the 'Close' tab
Current Result:
The two options available under the Close tab are 'Discard' and 'Submit'

I am trying to provide users the ability to discard the review request permanently while in the draft stage. Any help would be appreciated :)
