3526: “Ship it!” many times by myself

I created a new request review for one group.But i am a member of the group too. I can "ship it" by myself again and again.Is there a way to forbid and limit the time of "ship it"?

This is not possible. The design of the system is to purposely avoid a lot of "process" overhead, with the expectation that everyone is acting like a mature developer, in the best interest of the code. If you have a developer who is trying to get around some policy by marking ship-it themselves, a limitation in the system isn't going to prevent them from finding ways around your policy.
