3516: PUBLISH value in .reviewboardrc ignored, rbt post always publishes when PUBLISH present

RBTools 0.6.2, Review Board 1.7.6

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Add PUBLISH = "False" or PUBLISH = "no" to ~/.reviewboardrc
2. Run 'rbt post'

What is the expected output? What do you see instead?
The review request should be created as draft. Instead it is immediately published.

What operating system are you using? What browser?
Ubuntu 14.04.

This uses Python syntax. "False" is a truethy value. You ened to use:

    PUBLISH = False
