3483: Review Board should support non-ASCII First/Last names

Describe the enhancement and the motivation for it.
After entering 'ハローワールド' as both first and last names, Review Board subsequently displayed '????????'.  It should support users whose names contain characters outside the ASCII range.

Review Board does support this, but it requires that your database is properly configured to treat text as utf-8.
