Describe the enhancement and the motivation for it.
It would be nice to limit the amount of users who can "Ship It" RRs to a certain set. It already happened to us that "regular" users ship-it'ed RRs of other however, they did not see some flaws and it is bad when creator of the patch is made believe that the patch is ready to be shipped already.
Unfortunately it doesn't seem possible to remove a Ship-It.
