3430: Update or remove ancient RBTools packages in Debian & Ubuntu

Describe the enhancement and the motivation for it.

Debian and Ubuntu have RBTools 0.3.4 from 2011.  It should probably either be updated to 0.6.x or removed, to avoid confusion.

Unfortunately, we have absolutely no control over this. It might be better to file bugs against them.
