3310: In submitters list can we separate columns for outgoing and incoming reviews

In submitters list currently "Pending Reviews" column only shows the incoming reviews to the submitter. It will be helpful to show both incoming and outgoing reviews as separate columns

The "open review requests" are the outgoing review requests, not incoming. Unfortunately, computing the incoming review requests is a quite expensive operation (the dashboard is one of the slowest pages), and adding it to the users list would add a huge amount of load on the database.
