This looks like there's some bigger failure happening (since the review board server isn't even returning a response). Can you look in the server's httpd and review board logs and see if there are errors there?
Where is logs located? I think it should be somewhere administrator need to put me to a list.
If you're just a user, you'll need to talk to your sysadmin to have them look at it.
