327: The draft banner doesn't appear on the diff viewer page.

When I post a new review request, the review page has the green "this
review request is not yet public" banner across the top.. but the diff page
doesn't have that banner. It's confusing because when I'm on the diff page
it is easy to get confused about whether the diff I am currently looking at
has been published or not.
