Welcome to the Splat alpha!

What steps will reproduce the problem?
1. Create a review request with an empty "Groups" section and published.
2. Updated the diff.

What is the expected output? What do you see instead?

I expected the Groups section to stay the same.  It is fine if you
prepopulate the Groups section the first time a review request is created,
but not every time a diff is updated.

What operating system are you using? What browser?

WinXP Pro, Firefox.
