Describe the enhancement and the motivation for it.
Allow a reviewer who submits an issue to mark the issue as fixed or to drop the issue. This allows the reviewer to directly indicate satisfaction with issue resolution, instead of relying on the review owner (who could be the implementer, creating a conflict of interest).
