Create a review, submit it.
Update the review with some changes. Update it again. The Groups & People
information is lost.

This is a duplicate of a bug that *should* be fixed in SVN, but I can't find it. I'll
be updating the VMware server tonight in the hopes that it does actually fix this. If
you can reproduce it after tonight's update, please reopen this bug and describe your
exact repro case.
