Describe the enhancement and the motivation for it.
Currently, you can make a draft for a submitted review, but you can't delete it without reopen it. A little annoying.

What operating system are you using? What browser?

After some investigation, we've verified that it's no longer possible to create a draft for a submitted review without reopening it first. This is therefore not an issue.

Chatted with David and Christian, who don't think we need this feature.
