2911: Incorrect show the differences of codes and unable to show Japanese characters

What version are you running?
Review Board 1.7.1

What's the URL of the page containing the problem?
View Diff page

What steps will reproduce the problem?
1. Upload a diff file to a new review request as attached file named patch.diff.
2. Then press View Reviews button, to view the diff 


What is the expected output? What do you see instead?
Expected the diff to highlight the differences at line 286 but it highlights at line 275. Beside that the Japanese characters cannot be read. Please refer to attachment file DiffView_ReviewBoard.png. Expected result should be same as attached file name DiffView_WinMerge.png. 

What operating system are you using? What browser?
Operating System is Windows 7 Pro. Browser is IE9. FireFox also the same.

Please provide any additional information below.

By default, reviewboard assumes that files are UTF-8. This can be changed at a per-repository level in the admin, but that's as fine-grained as it gets. What character set is this file?
