Sorry for my bad English.I mean that I hope I can config the required items other than use the system default required items.
For example,"Summary", "Reviewers" and "Summary" is the default required items, but I hope the "Bugs" item is the required item, too.

There's no way to change this other than making changes to the code. The relevant code is in publishDraft() in reviewboard/static/rb/js/reviews.js

That said, what happens if someone wants to get a change reviewed that doesn't have an associated bug? In general, we recommend that additional fields (like bugs, branch, and testing done) be optional and free-form, and that you enforce usage of them through a social policy rather than a technical one.
