What steps will reproduce the problem?
1. Create a review and open some issues.
2. Submitter comments on some issues and leaves them open.
3. Reviewer cannot add additional comments in reply to any open issues. (The Add comment link is available for resolved issues, but not open ones).
What is the expected output? What do you see instead?
I expect that the "Add comment" link is available for all issues, regardless of whether they have been resolved.
What operating system are you using? What browser?
Windows 7, Chrome 22.
