What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Create a new review request
2. Do not fill in one or more of the following required fields : Summary, People
3. Publish review

What is the expected output? What do you see instead?
Expected : review should not be successfully published if a required field is left empty.
Actual : review successfully published.

I dont see this happen. Im on 1.7.x and when  I try to publish in the UI without filling required fields, I get an alert indicating that field is required.

I agree with #3. This doesn't look like an existing bug anymore. It doesn't allow me to publish a new request without the required fields filled in.
