2721: How to upgrade reviewboard?

What version are you running?
1.6.11

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1.I have a review board server on the host which can not access internet.
2.I want to upgrade to 1.7 release whenever the version formally released.
3.How can I upgrade the reviewboard since running the command easy_install need to access internet? 

What is the expected output? What do you see instead?

You can download the egg files manually and then pass them on the command line for easy_install.

Please address other support questions to the mailing list instead of this bug tracker.
