27: Changing "Groups" or "People" field doesn't send updated email

What steps will reproduce the problem? 1. Create a review with somebody in the "People" field 2. Publish review 3. Clear "People" field; add something to "Groups" field; save What is the expected output? What do you see instead? Updated groups/people should get an email, but nothing happens. I have to forward the original email to the new recipients. What operating system are you using? What browser? Ubuntu, Firefox 1.5 Please provide any additional information below.
The real bug here is that we allow publishing without a target reviewer. We need to prevent this and then to add something for sending out a new e-mail.
