2. Click and drag the caption, any border, or the resize gripper

Expected: The dialog is moved or resized.
Actual: Nothing happens.
What operating system are you using? What browser?
The bug happens in IE 9 on Win 7 and IE 10 on Win 8. It does not happen in Firefox 3.6.28.
