I just tried again and it worked fine. 

The URL is https://itareviewboard.internal.itasoftware.com/r/2502/

Previously I added a few comments and tried to publish them, but failed. If I reload that page, all recent changes are gone. However the changes before I click 'Publis' are still there. I just cannot reproduce it anymore.
