Upload the screenshot, view the screenshot, click "View Review Request".
Link does nothing.

This works fine for me. Where are you seeing this issue? Does the HTML actually show
no URL?

Funny, works fine for me now. The only difference is that earlier, the review wasn't
published, was still a draft.

Just confirmed it. It does happen on the screenshot page before the review is 
published. Here's the html:
